The two clubs are set to meet in the highly anticipated blockbuster clash on Sunday, 7 December at the Nyayo National Stadium from 1500 hrs.
While many fans would wish to attend the match, only 18,000 will be granted stadium access due to stringent measures imposed by Sports Kenya and in line with CAF regulations.
According to the continental football governing body, stadiums should be filled up to 80% of their capacity for safety reasons.
With Nyayo having a capacity of 22,900, 18,000 fans translates to 78.6% of its capacity, which the club was directed to enforce after a meeting with Sports Kenya.
"After we paid to use the facility, Sports Kenya insisted that we conduct three pre-event meetings before Sunday to firm up match hosting arrangements.
We held one meeting on Tuesday, and we are set to hold another meeting on Friday and Saturday," said Gor Mahia Secretary General Nick Arum as quoted by Nation.

The sports administrator also disclosed that the gates will be opened earlier than usual for entertainment and the curtain raiser of the Women's teams of both sides.
"We plan to open the gates at 9 am so that fans can enjoy a performance by Musa Jakadala and also watch the curtain raiser match between Gor Mahia Queens and AFC Leopards Queens, which will kick off at 11.30 am," Arum said.
Arum also assured all fans and stakeholders of their security as they plan to attend what is the biggest club football fixture in the country.
"There will be over 300 police officers at the match on Sunday. The officers will be drawn from the regular police, Administration Police, the General Service Unit, and the traffic department,” Arum added.
K’Ogalo also revealed measures that will be subjected to vendors apart from the Ksh500, which they will be charged in the Sunday afternoon event.
"Selling beverages in containers that can be used as projectiles will not be allowed. They have to sell them in less harmful containers.”
