Ouma, 22, is set to arrive in the Serbian capital early next week, where he is due some medicals, before completing his move for the Black and Whites.
The loan move will be Ouma’s second in a row from parent club Slavia Prague, which he joined in February 2025 on a four-and-a-half year contract.
Last season, the former Nairobi City Stars player spent his time at Polish club Lech Poznan, helping the side win their 10th Polish top-flight title.
As per sources close to Mozzart Sport, Ouma’s loan deal to Partizan includes a buyout option, meaning he could be a permanent signing for the club, should they be impressed by his talents by the time the Mozzart Bet Super Liga comes to a conclusion next year.
At Partizan, Ouma is expected to battle for more playing time, which was not guaranteed at Slavia Prague.
Following his move to the Czech club two seasons ago, Ouma has only featured once for the main team, and was conspicuously missing from the side's squad that headed out to Austria for a bunch of pre-season friendlies earlier this month.
On a positive note however, Ouma's involvement in elite European competitions will continue, with Partizan, who finished third in the Serbian top-tier least season, set to compete in the UEFA Conference League qualifiers.
Partizan, whose domestic season gets underway on Saturday, 18 July, are currently in pre-season training camp in Slovenia, and are expected to play two more friendly matches on Friday, 10 and Saturday, 11 July against Lokomotiv Zagreb and Nafta, respectively.
Under new Partizan head coach Saša Ilić, Ouma will be tasked with producing his best, given the lofty status of the club, and potential for individual redemption.
Having struggled with off-pitch issues at both Slavia Prague and Lech Poznan - the latter which saw him dropped from the first team and forced to train with the reserves - the former Elfsborg man will be aware of his valuable opportunity presently.
Partizan, who were founded 80 years ago, are the second-most successful club in Serbia's domestic football, having accrued 27 national league titles, and 16 Serbian cups.
The 1966 European Cup runners-up also play in one of the greatest cross-town clashes in the world, against rivals Red Star Belgrade, in a match referred to as The Eternal Derby.
