The award-winning setter is fresh from helping his parent club General Service Unit (GSU) win the inaugural Kenya Cup, bagging a double as they had won the league title few weeks before.
His guidance on the court saw him named best setter.
"Playing in Rwanda is not new to me so I know what to expect here. It is a very competitive league, but I am prepared to push the team to win medals. This is a good side already and I believe we have what it takes to challenge the rest," Melly said after landing in Kigali.
Before featuring for GSU in the Cup, Melly had starred in Morocco with IRT Tanger, signing after playing with Club Olympia de Meknes (CODM). He has secured back-to-back Throne Cup victories, awarded MVP in the latter.
Melly's first pro deal came in 2022 when he signed a short three-month deal with Albanian side Partizani Tirana before moving to Morocco.
Fresh from representing the country at the African Beach volleyball championship, his international career has seen him serve as skipper of the Wafalme Stars as well.
He joins a Police side keen to go the distance this season after losing the title to Rwanda Energy Group (REG).
