As exclusively reported by Mozzart Sport Kenya on Friday, Ouma is edging closer to joining the 27-time Serbian champions on a season-long loan from Czech giants Slavia Prague.
While negotiations between the two clubs are still ongoing, the player's willingness to make the move has given the Serbian side confidence.
"Ouma wants to come, which is a very good starting point," Petrovic told Arena Sport TV ahead of the Black and Whites' final pre-season friendly in Slovenia.
The newly-appointed sporting director also disclosed that Partizan sought advice from former midfielder Tomasz Rzasa, now sporting director at Polish side Lech Poznan, where Ouma spent last season on loan.
"We received excellent recommendations from Rzasa. There are many important details about him, and we believe Ouma would mean a lot to us in midfield," Petrovic added.
"He is a physically dominant player, very good positionally, and someone who can bring balance to our midfield. We already have players in those positions, but competition is always welcome. We believe this would be a very good signing."
Petrovic stopped short of confirming when an agreement with Slavia Prague could be reached, but suggested clarity should come soon.
"I can't predict whether or when the deal will be completed, but we should know more in the coming days."
Should the move be finalised, Ouma is expected to strengthen Partizan ahead of their UEFA Europa Conference League qualifying campaign as the Belgrade club looks to return to European group-stage football.
The former Nairobi City Stars midfielder comes with European football pedigree, having featured in the group stages of the 2024/25 Europa League during his time with Swedish side Elfsborg, where he scored and assisted once.
Both Petrovic and Rzasa are Partizan's former players, who played Champions League football with the Serbian powerhouse in two separate campaigns in 2003 and 2010.
