The visitors took the lead just before halftime through Haruna Chongo, before Pamba responded strongly in the second half. Tegisi equalised in the 68th minute after being set up by Zabona Hamisi before completing his brace four minutes later to hand the hosts a 2-1 advantage.
However, Pamba failed to hold on to their lead as George Mpole restored parity for Tanzania Prisons from the penalty spot in the 78th minute.
Deep into stoppage time, Oscar Mwajanga struck the winner to seal a dramatic comeback victory for the visitors.
For Pamba, coached by Kenyan tactician Francis Baraza, Kenyan defender Brian Eshihanda also featured prominently, playing the full match in defence.
On the opposite side, two Kenyans were included in the Tanzania Prisons squad, with defender Maurice Ojwang starting at the back while midfielder Michael Mutinda remained an unused substitute.
The defeat leaves Pamba seventh on the table with 33 points, eight points behind the CAF Confederation Cup qualification spots with five matches remaining before the end of the season.
Tanzania Prisons, meanwhile, remain 15th with 20 points and still face an uphill battle in their fight against relegation.
Elvis Rupia
Elsewhere in Tanzania, Kenyan striker Elvis Rupia was left out of the squad by Singida Black Stars as they cruised to a 4-1 victory over Mbeya City to strengthen their push for continental football next season.
Cirille Ande, Khalid Aucho, Horso Muaku and Mossi Nduwumwe were all on target for Singida, while a Chukwu Maurice own goal handed Mbeya City their consolation strike.
Irad Mshindi
In Latvia, Kenyan midfielder Irad Mshindi was an unused substitute as FK Liepāja played out a 1-1 draw with FK Jelgava.
