Police, who came into the clash with a slender two-point lead at the top, have now opened up a five-point gap with just three matches remaining, putting them firmly in control of the title run-in.
The high-stakes encounter began at an intense pace, with both teams showing urgency and physicality in midfield as they battled for early dominance.
However, it was Police who settled quicker and began to assert their authority.
Their breakthrough came in the 13th minute when Ugandan forward Margaret Kunihira calmly slotted home to give the visitors the lead.
The goal lifted the Law Enforcer's confidence, with Kunihira and Lorna Faith dictating play and injecting flair into their attacking moves.
Despite their control, Police were unable to add to their tally before the break, heading into halftime with the narrow advantage.
Ulinzi returned for the second half with renewed intent, pushing forward in search of an equaliser, with Mercy Airo at the heart of their attacking efforts.
However, their chances were limited to half opportunities as Police maintained defensive discipline.
The league leaders doubled their advantage in the 63rd minute through Harambee Starlets striker Terry Engesha, whose clinical finish put Police firmly in the driving seat.
Any hopes of a Ulinzi comeback were effectively ended just three minutes later when Rising Starlets forward Emily Morang'a added the third goal.
The convincing win sees Police climb to 49 points, five clear of Ulinzi, as they close in on another league crown.
Elsewhere, Vihiga Bullets returned to winning ways with a narrow 1-0 victory over Kayole Starlets at Nyang’ori High School Grounds.
Anita Namata scored the decisive goal in the 13th minute to seal all three points.
