The award was announced on Wednesday night, 19 November, during the CAF Awards 2025 ceremony in Morocco.

Kenya’s Ambassador to Morocco, Jessica Gakinya, received the accolade on behalf of the Head of State, who was not present at the gala.

CAF President Patrice Motsepe said the honour acknowledges governments that have invested significantly in the growth of African football, strengthened partnerships across the continent, and provided robust support structures for athletes.

The development and growth of African football needs partnerships from countries. Every year, we give recognition to those countries that have partnered with the 54 African members for the development of football,” Motsepe said.

Ruto’s recognition had long been anticipated following the Kenyan government’s strong efforts in upgrading sporting infrastructure and successfully hosting major continental events.

Among the standout achievements was the co-hosting of the 2024 African Nations Championship (CHAN), where Kenya hosted several matches, including the final, a milestone widely viewed as a turning point for the country’s football profile.

The government has also accelerated the modernisation of stadiums nationwide, especially in counties known for grassroots football talent.

Beyond the Nyayo National Stadium and Moi International Sports Centre, Kasarani, work is ongoing at the new Talanta Stadium, a KSh 45 billion ultra-modern arena expected to host at least 60,000 fans.

As of November 2025, the project is more than 60 percent complete and slated for opening in early 2026.

Away from football, the government has also rolled out improvements in the athletics sector.

In July, Sports Cabinet Secretary Salim Mvurya announced a revamped framework for rewarding athletes as part of the enhancement of Kenya’s elite support system.

The new reward packages, including compensation for previously neglected athletes, are anchored in the revised National Sports Policy approved by the Salaries and Remuneration Commission (SRC) in April 2025.

Kenya’s commitment to sports development was further cemented after the country successfully secured the hosting rights for the 2027 Africa Cup of Nations, alongside Uganda and Tanzania.

The victory signalled East Africa’s readiness to stage major continental competitions and bolstered the region’s reputation as an emerging sporting powerhouse.

Ruto’s regional peers, President Samia Suluhu Hassan of Tanzania and President Yoweri Museveni of Uganda, were also recognised during the award ceremony for their contributions to the joint East African sports agenda.
